Emirates CMS Power Company (ECPC) has been established to build, own and operate the Al Taweelah A-2 combined cycle power and desalination plant. Emirates Power Company, a wholly owned subsidiary of the Abu Dhabi Water and Electricity Authority (ADWEA), holds six per cent (6%), Taqa holds fifty four per cent (54%) of the shares of ECPC. CMS Generation Taweelah Limited, a wholly owned subsidiary of CMS Generation, holds the remaining 40% of the shares..
In November/December 1997, the Privatisation Committee for the Water and Electricity Sector (PCWES) of the Government of the Emirate of Abu Dhabi issued its Request for Proposals (RFP) inviting pre-qualified foreign companies or consortia to submit proposals for the development of a new power generation and sea water desalination project to be located at the Taweelah Complex north east of the City of Abu Dhabi.
